Here are some resources I'm compiling from many other Tribes Vengeance fan sites. I suggest for clan members to take a look at this...some of the tweaks may help your FPS and game lag.

A utility to move auto-downloaded components from the cache to its proper directory.
Simply unzip - Run - Right click on the displayed files - Move and your done.
FPS Tweaks
Turn off mouselaghelper to improve FPS and reduce CPU usage.
Go to your (T:V Directory)\Program\Bin
Change the Read-Only attribute of your TV_CD_DVD.ini
Find the [D3DDrv.D3DRenderDevice] section
Change reducemouselag=true to reducemouselag=false reducemouselag=false
Save your changes and reset the Read-Only attribute on the TV_CD_DVD.ini
Improve FPS with these settings for vsync and refresh rate
Go to your (T:V Directory)\Program\Bin
Change the Read-Only attribute of your TV_CD_DVD.ini
Find the [D3DDrv.D3DRenderDevice] section
Set UseTripleBuffering=[to True]
Change DesiredRefreshRate=[max refresh rate your monitor supports for your
t:v resolution] DesiredRefreshRate=75
Change UseVSync=[True, no screen tearing; False, screen tearing but better
performance] UseVSync=False
Save your changes and reset the Read-Only attribute on the TV_CD_DVD.ini
Improve FPS with these in game shadow settings
Apparently the demo and release added player shadows which considerable increased
the drain on FPS. Follow these steps to reduce the shadowing drain
Load Tribes: Vengeance
Go to Options > Video
Lower Dynamic Shadow Detail
Click Apply
Edit the CacheMegs setting to improve "smoothness" as well as reduce
map load times with 128MB video cards.
Go to your (T:V Directory)\Program\Bin
Change the Read-Only attribute of your TV_CD_DVD.ini
Find the [Engine.GameEngine] section
Change CacheSizeMegs=32 to CacheSizeMegs=128 NOTE: if you have 768MB or
more Ram you may try 256 or more. [Engine.GameEngine] CacheSizeMegs=128
Save your changes and reset the Read-Only attribute on the TV_CD_DVD.ini
Other Tweaks
Improve speed of the game loading
Go to your (T:V Directory)\Program\Bin
Open the file TribesGUIState.ini
Find the section [Gameplay.TribesGUIConfig]
Set EntryMenuClass=[to nothing]
[Gameplay.TribesGUIConfig]
EntryMenuClass=
Save your changes and reset the Read-Only attribute on the TV_CD_DVD.ini
Change or remove the announcer voice
Open your TV_CD_DVD.ini in your /bin directory
Press ctrl+f and find "AnnouncerType"
Announcer3 is the boring male youre used to. announcer2 Is female (what I use). Announcer 1 is some sort of robot. use announcer0 if you want to turn off announcements
Change the default FOV (Field of Vision)
Go to your (T:V Directory)\Program\Bin
Change the Read-Only attribute of your TV_CD_DVD.ini
Find the FovAngleDegrees=90 line and change it to FovAngleDegrees=120
NOTE: Personally I like 120, some like a lower setting.
FovAngleDegrees=120
Save your changes and reset the Read-Only attribute on the TV_CD_DVD.ini
